There is one source by Trotsky claiming that Sverdlov told him the orders came from the top, but that was a conversation that Trotsky admits was brief and that he didn’t inquire further about, so we have no idea if Sverdlov was being truthful. The timeframe doesn’t add up because messages didn’t travel that fast back then, so Sverdlov likely never received a response from Lenin, at least not before the deed was done.
