It looks like the whole thing is woven from black threads. The white threads are added afterwards, which provides reinforcement to those areas.

I think this is due to warp and weft.
The warp is framework of the weave whilst the weft are the fibers woven between the framework. Warp fibers are held under tension in the loom. The fibers of the warp tend to be tough and durable. Weft fibers are woven through the warp and tend to be softer and have more stretch.
Weft fibers wear out faster. This is especially true if the softer weft fibers are on the outside of the garment.
