Tbh, #2 is always a goal but it always comes after #1 and #3 in his priorities. He’s extremely vindictive, but he’s also a huge coward who will only punch down against vulnerable people and only when he feels it’s 100% safe. He’s also one of the dumbest people on the planet, so he gets that last part wrong from time to time.
