They dont pay him *to* promote the product, they pay him *if* he promotes the product.

He isn’t paid to promote it. He’s paid to sell it.
I think he’s correct on the very specific and careful wording he wrote. He’s probably not been paid any money upfront but will get a commission based on the referral link so it’s true that he hasn’t been paid… yet
