My guess is that the “Trump mobile” is supposed to be the 13th stripe since it’s the same size. But it’s just terrible design and doesn’t translate well.

IIRC it violates flag code to use the flag as a decoration on an item that’s being sold. They usually end up changing the number of stars because it’s more subtle than changing the stripes.
Eta: it is weird that the only official document these bags respect is the flag code, though
