I’m pretty sure I remember this from my childhood, it was advertised as some sort of a 1 v 1 or something where the chasing car or the first one? would fall off

Sooo, these don’t come fully assembled, right?
Someone who took it out of the packaging put that there.
So to clear things up. This little lever rotates when a car passes. Every third pass the car gets “hooked” and tosses into the shark.

Not hidden at all, and entirely the point of the toy. Not sure why this is mildly interesting.
