The person pictured is Jakob Spier, a Jewish medical student, who was dragged through the streets by members of the SA (Storm Troopers).
The sign reads: “I have defiled a Christian girl!” This was a typical pretext for anti-Semitic violence, which was based on the racist “Blood Protection Law” that was later enacted in 1935.
