Looks like an otter to me.
Either way, I can’t see it as a fish face, but it could be because of the blurry image.
No wonder people in the past imagined they saw all kinds of sea monsters and things like mermaids…
This fish somehow looks majestic, mildly offended, and adorable at the exact same time. The teddy bear face just makes it even better.
