This one is obviously stupid, but history is full of people using terms badly.
Every tinpot dictator who ever dictated a tinpot has called his country “The People’s Republic” or “Democratic this or that.” The Nazis called themselves socialist, Mao’s Regime called itself “The People’s Republic of China.”
