He looks like many of the Chinese scuba diver ladies here in the Philippines.. i’m not sure why, but many of them use blue facial sunscreen (I guess so they can make sure that it’s applied thoroughly?)… but the dive town I live in for three months each year looked like it been overrun by Smurf cosplayers a week or so ago (some big Chinese holiday).
