Theres a large political theorum that says to pass a law you must be willing to kill to enforce it. This is the perfect example:
Law-grass must be less than 6in
Concequence-some hefty fine. Failure to pay that probably sends you to jail or allows them to seize your house.
Reality- no matter how “gentle” the concequence for noncompliance is, if you resist those charges police will have to use force. If you resist the police they will use deadly force elevating the concequence to a death sentence.
So ask yourself are you willing to kill your neighbor to make him mow his lawn?

So according to this 5 year old NBC article
Police left a nuisance warrant on his door, but didn’t get a response, and then a contractor started mowing his lawn. This was at 09:00
A full hour later, the guy fired upon the contractors and then the shootout with SWAT happened.
That sounds like he was asleep when they knocked, and then he woke up later to someone he didn’t know on his property mowing his lawn, and went straight for a gun.

Withput verifying any details on this particular case: City code enforcement exists for a reason. Tall grass attracts vermin and can affect your neighbors. Cities give you warnings, then eventually cut the grass for you and bill it back. You don’t get to shoot at people because you’re mad they tried to cut your nasty yard. And if you shoot, don’t be surprised when you get shot in return.

I’m guessing mental health issues… depression at the very least which led to the lawn getting overgrown. Just as likely to be suffering from delusions. Delusions of persecution are very very common, meaning people are “out to get you”. Which would certainly encourage him to open fire..
