Very Japanese, they almost never put anyone in danger, when racing as in no one in general public got hurt. This means Japanese police just looked the other way allowing the tradition. We all know in a western country. This will not go down like that.

There’s no way that’s a Mid Night car. Membership requires your car to do 300kmh. That boso car ain’t doing 300.
