It’s beautiful and so was she! You should really take this fabric in to be restored as best as possible and then have it professionally framed.
Interesting. I’m Indian, and I’m almost 100percent sure this is a woven fabric from India. The color scheme and the patterns are characteristically Indian.

My sister and I are fashion historian enthusiasts! We’d love to know more about this ensemble. The photo was taken in 1864, is that correct? So she’s wearing her mother’s dress? It would place the dress c. 1840s? Was she a Southerner by any chance? (Trying to determine what the dress is made of)
