In the OG lore, Satan is tortured alongside humans, if not more. But the story and general belief shifted to give believers something to be scared of, and to gaslight them into belief that Yahweh would actually never do that and is all loving.

That is a classic example of a provocative question, demons and souls are in hell for different reasons, demons don’t torture because they did something wrong in the past, but because now damn souls in their full custody and not protected by God.
