When a scratch-off game ends with top prizes still unclaimed, that money goes back to the state and not to players. You'd assume a state lottery wouldn't close a game until all top prizes have been claimed, but that is not the case.
Going to keep tracking daily across 40 states to see how this varies by state over time.
