I’ll add: it effected urban low income communities, however due to systemic issues plaguing the US since inception and before (this is a History sub, so don’t act like it wasn’t a thing); police targeted and charged African Americans more harsh compared to those caught with powdered cocaine. It’s why bringing up “stats” can be manipulative and dishonest if one doesn’t look at the full picture on how one is charged, who is doing it, and the system it follows. While CIA bringing drugs in was questionable, their negligence for acknowledging how drugs got into the US is arguably laughable depending on how one views them. From Reagan attacking affordability toward “welfare queens” and make life effectively more challenging for people of America for decades to come.
It’ll all trickle down…eventually?

How much of that is actually true? I mean, there already was a lot of crack and heroin in New York during the 70s.

CIA: Hey Britain, we saw the opium trade worked well for you in China, so we did something similar right here in the US!
Britain: Wait, to your own people?

Read an article from the 1970s about the new Black middle and professional class in Compton thanks to civil rights and equal opportunity laws.
Also read an Esquire article about Cocaine, a safe non-addictive drug when used responsibly.
Then in the 1980s crackhead entered the cultural lexicon, said to be used by urban black people (although white people used it ) leading to the rise in black gangs, the most notorious ones in Compton.
Draconian laws and excessive sentences ir response led to a lopsided Black incarceration rate which all but negated Civil Rights reforms.
But I’m sure none of this is related.
