Franklin introduces him to Washington as Lieutenant General, exaggerating Steuben’s credentials. He is appointed Inspector General, where Steuben established standards of sanitation and record keeping to combat the administrative incompetence, graft, war profiteering that existed.
One soldier’s first impression of the Baron was *”of the ancient fabled God of War … he seemed to me a perfect personification of Mars. The trappings of his horse, the enormous holsters of his pistols, his large size, and his strikingly martial aspect, all seemed to favor the idea. He turned the volunteers into a great army.”*

Steuben was an officer,no? Was he even a general for the US? He helped train soldiers,giving them famous prussian infantry expertise during a difficult winter ceasefire of sorts
