I mean any public works in my region is a step in the right direction. Can’t build houses if they’re just going to sit vacant because there’s no job opportunities

I got one. Find the lowest taxed region of your town, where people own their own place, but couldn’t afford rent. Extort the residents so they sell their land to you. If they don’t all sell, it doesn’t matter. Build new on the land, and don’t sell – *rent*. Make sure the property taxes go up at least past where the holdout social security folks can’t affort to pay their taxes. Then, when the city kicks them out, buy the land at auction and develop the rest of it. Now, there’s a legal way to make sure the poor can’t afford to live on their own land.
You’ll make a whole bunch of homeless people almost immediately! Plus, people who just wanted to be left alone will be treated as criminals just for wanting to live where they can afford it.
