might have been done blindly by a sign company used to how metric is used in construction.
Everything on metric plans is in mm. Even if the building is huge, you just end up with really big numbers on measurements, except for building elevations which tend to be shown in meters.

At least it’s easy to round it down. If they gave you 50 feet in inches it would be a bit of a head scratcher.

Structural engineer designed the sign. They always work in mm in metric for some reason.

This sign was made for German people. Every German brings their tape measure with to the pool to double check the measurements in the rules before swimming. Accuracy in millimeters is above and beyond what they are used to.
