      This may be interruption off file write. If phone shut down while taking getting image from camera, it would not have been saved at all. So most likely it photo was taken fine, and while it was being stored to file phone died.

      JPEG uses YCbCr color model, one channel for brightness (Y) and 2 other channels to store chroma/color information (CbCr). On this picture looks like Y channel was stored but CbCr is missing for some blocks.

      Also image in JPEG is encoded in individual macroblocks, so this kind of explains why you see some blocks with colors but not others. Although blocks in JPEG should be smaller than what we see on the picture.
