They get mowed differently, and there is a bunch of mulch in the schoolyard. Mulch retains water.

Wood chips do grow flowers different than dirt.

The right side looks like a mix of dandelion, clover and grasses. On the left mulch and dandelion, as others have said the mulch does retain more water. But I also think that on the right the soil is likely way more healthy, mowing increasing growth vigor, clover fixing nitrogen, cut plants adding back to the soil. The right dandelions likely are just healthier, look at the height of the flowers as well, they can grow taller, faster.

My guess mechanical means. More physical action inside the dog park of animals running, people walking/pacing, knocks off and tramples all the delicate seeds and stalks.
