I can imagine the panic at the KGB after it happened. Everyone running around yelling “Was that you? What did you do!?!?”

The most obvious explanation is unfortunately usually the most boring
USSR: “honestly comrade America we didnt do it, we asked everyone and no one here ordered it”
USA: “Ok… we will ask the CIA”

Lee Harvey Oswald knew Jack Ruby. They used to hang around the same CIA office in Cuba. There is a very convincing theory that when Lee Harvey Oswald allegedly defected to the USSR he was working for the CIA. The same theory claims that he was working for the CIA when he took out JFK.
I remember being in the grocery store with my mother when we heard the news and rushed home to watch what was happening on TV.

I personally think the CIA orchestrated it for his foiling of [Operation Northwoods](https://en.wikipedia.org/wiki/Operation_Northwoods). More of a gut feeling than anything for which I have solid evidence, but eh, it gives me an excuse to tell people about that time the CIA wanted to murder American citizens to justify a war to bring regime change in Cuba.
