Mangos are also notoriously very hard to transport, especially where transport links to rural hinterlands are still developing. And it’s not just about roads, it’s also that there’s a real gap in cold chain infrastructure- cold storages, refrigerated vehicles, etc. Studies have also estimated that post-harvest losses (due to spoilage, diseases etc), are upto 30% for mangos, highlighting the need for better post harvest handling. However, these investments are too expensive for the average farmer in India.
Till fairly recently, many countries had also banned the import of Indian mangos- Japan, EU, and the US. Japan had banned imports between 1986-2006; the EU between 2014-15, and the US between 1989-2007. These were due to the presence of food flies.
So it’s not as much that India doesn’t want to export, in most cases, they just can’t. The ones that are able to export have invested across the cold chain and have established best practices.
