This image is sometimes credited as "an Apache and his ward". The Apaches were a notorious Parisian street gang but they were long since defunct by 1937. They are most likely just classic Pigalle hoodlums. It has been suggested that they were comedians from one of the area's many nightclubs who were 'dressing up' as local characters.
