About France in ww2. During WW1 their population was decimated. Some towns lost annwhole generation of men. By the start of ww2 every town still had empty houses because so many had perished.
The the Germans came. France wasn’t prepared for their new style of warfare, and the Germans promised to keep everything as it was and not bother the local population. Would you sacrifice another generation for that?
Afterwards we can all say what they should have done, but we did not live in those times.
