Unfortunately Hungary after the Dual Monarchy was formed brought a sort of bureaucratic malfeasance vibe to the having a functional state that everyone with a brain don’t really like.
I remember that, hilariously, Austria managed to cajole Hungary into beginning military modernization after constantly being stalled out by threatening to grant Hungarians universal suffrage.
