After the archduke and archduchess of Austria-Hungary were assassinated the whole continent, especially the ruling class, was grieving them. The kaiser knew that if Austria striked Serbia when all of Europe was enraged by this act of terrorism no one would try to help them. And even if Russia somehow still wanted to defend Serbia, if the Austrians hit quickly the war will be over before Russia even fully mobilizes it’s forces. So he gives Austria his full support, a blank cheque basically, on July 6th(a bit over a week from the assassination) and immediately leaves for his annual cruise.
But Austria-Hungary started debating in the government about whether to even go to war, mainly the opposition was from Hungary, but eventually it was quelled with the condition that they would not annex a foot of Serbian land. But then there’s another delay because the Austrian and Russian ambassadors to Serbia want to try for peace. After that falls apart in a few days, then they delay AGAIN because the French president was in Russia and the ~~pussies~~ Austro-Hungarian government decided they couldn’t send an ultimatum when their biggest enemies were meeting in the same place, so they delayed till Poincare left Russia, July 23rd.
