It's a gif of a scene from the anime Bleach, with the character Orihime spinning a Leek, put to an a capella cover of a Finnish song called Ievan Polkka, originally written by Eino Kettunen in 1928, performed by a Finnish quartet called Loituma in 1995. Loituma attributes the meme to a resurgence in their popularity during the mid to late 2000s.
