Neither of claims is correct. Military doctrine of USSR was based on attacks with mass concetration of artillery, planes and tanks with very little to no attention on digging in and defense until war. German military doctrine was based on fast and precise unexpeted manuvers and encircling opponents but traditionally they also had very systematic approach to defense and digging in. One example from WW1, Germans faced first English and French tanks and when they abondened old defensive line to new one few km back, British found that they dig out in their position slopes which gradually go down until one meets a vertical step of earth some 2 or 3 m tall. This was anti-tank ditch, designed to stop tanks. British copied them, even though Germans didn’t have tanks yet at that point
