I suspect that the reason the HRE lasted as long as it did was that the Not Working included failure to exercise meaningful control over the component principalities.

It worked just fine. Its goal just wasn’t a single, unified state. It was meant to maintain the rights and autonomy of hundreds of small states that otherwise would’ve been dominated by their neighbors. It also inspired the federalized system of government many nations exist under today.
Meanwhile kingdoms like France and Russia, despite having theoretically unified borders were so dysfunctional they collapsed in the 1700-1800s.
