      If that sounds like a lot to you, remember that this was the era where the administration didn’t believe in standing armies, and basically got rid of all but the bare minimum caretaker force between major wars, expecting to fill out the ranks with militias levied by the states.

      Because of various problems like the situation in the post, this model was gradually superceded during and in the decades after the Civil War, until in the early 20th century the federal government nationalized the state militias into the modern National Guard system, and built out a permanent professional army.
