So she jumped over one side of the path. Went under the path to the other side (why not just jump off that side) and then walked 5 feet to the edge, which you can see in the first 5 seconds of the video.

There is actually a much better, more earned view on Victoria Peak than this. It required walking up to the very top, jumping a few gardens and traversing a fence of the radio station. Its off limits, but its right at the top and at night you can sneak it easily. Just eatch out for massive porcupines!!
