As someone who’s job involves printers of all sizes, let me tell y’all that printers need to do that in order to prevent the Print Head from drying out.
And you don’t want your print head from drying our as that would clog your printer, damaging it in the process.
Also, manufacturers are assholes, as they barely give you any ink in the first place. They could also have made it that the printer starts telling you a warning when cyan is at 10% rather than just suddenly stop at 5%.

You can sometimes bypass that bs by selecting “greyscale” or “black and white” from the print properties. (Even have to do it if the image/document is black and white.)

Printers print a unique signifying coloured dot pattern so law enforcement can identify them.

Needed to print a report yesterday and it ran out of black even though it said it was ok.
So I selected all the text and made it dark blue, screw it. Hateful machines
