Years ago had a new Chinese restaurant open in town. Months later the owner was arrested at a local state park for grabbing ducks, snapping their necks, and loading them into his car to take back to the restaurant. He had no concept of hunting licenses or any regulations regarding wild game. Just thought you could go to the park and lure the ducks with a piece of bread.
