We tried to pacify Iraq and Afghanistan on the cheap and we know how that went. You can look up the ratio of security personnel to population needed for this task and for a country with Iran’s population the right number is at least one million and depending on whom you listen to maybe more like two million. Oh and the whole country is essentially a mountain fortress.
