A mainframe computer is a centralized computer for an office, school, business, etc. They varied for uses, but the basics were the same, they had ‘dummy’ terminals scattered around the building that could access the centralized computer’s resources. It was effectively one big computer that everyone at the building shared.
This is not a mainframe computer. It’s a personal computer. It is possible that it was connected to a mainframe, and could log into the mainframe computer, but this in itself is not a mainframe computer.

Not a mainframe. LOL. In 1981, a mainframe would require the small square footage of a small house not to mention the need for cooling both with air handlers and water. What you see is an access terminal.
