As a Russian, I hate Catherine more than Peter, the woman held an assembly that had representatives from all over the empire, yet she decided not to form a parliament, and not to mention that she knew and admitted that Serfdom was a cruel system, yet she took no serious steps to reduce serf numbers or offer paths to freedom.
She seems like a “Great” monarch during her reign, but after she’s gone the Empire stagnates economically and suffers from political instability that eventually causes it to collapse(well the First World War more to blame than her, can’t blame her for not predicting major industrial warfare on that scale)
