Assuming this is actually the 90s and not the 80s, that’s a lot cheaper than today even adjusted for inflation. That being said, I worked at McDonald’s for minimum wage back in the early 2010s (7.25 per hour), and I wouldn’t want anyone these days to get paid that little even if it meant cheaper burgers.
