I don’t know how I’ve forgotten this. I think he’s expecting to pardon his team. But I don’t think he has them prepped in case something happens before the end of his term (he’s not well) — he likes to hold those things over their heads to keep them doing his bidding. You’d think they’d know “a pre-prepared pardon” needs to be included in the employment contract.
