Do they even have control of the country yet? There is a pretty dense fog of war right now. The strike force assembled was big, but it was nowhere near big enough to militarily occupy a country that size.
Their ability to control the country is purely dependent on the cooperation of whatever remains of the military and government (which could be anything).
