      The idea is to gain the most possible knowledge of the conditions on the ground so that field commanders can be provided with options in the face of great uncertainty.

      A great chief of staff knows all the facts. A great field commander is cool calm and collected and can make quick decisions based on available information often provided by the chief of staff.
