      Sukhomlinov allegedly bragged about not having read a military manual in 20+ years. He was known for gaudy, ornate uniforms and has the dubious distinction of being namesake of the “Sukhomlinov Effect.” This theory contends that in a conflict between two forces, the side with the more flashy or ostentatious uniforms is more likely to lose.
