The wreath is actually rooted in paganism, not xtianity. Bringing in evergreen boughs is the way European pagans reminded themselves that the solstice was coming, bringing the sun.
The red bows are indictive if holly berries which are visible in winter.
Xtians pretend they invented everything to do with this season but they stole most of it.

It would be deeply disrespectful to put a Christmas wreath on the grave of anyone who was not a Christian in life.
From the picture, though, it looks like they skipped the wreaths for Jewish graves but still put one on graves with no faith symbol at all.
We left some saltines and a copy of The Wall Street Journal.
