Obligatory “that’s not a power line it’s a data line”
The power lines are the ones above that with two black coated wires wrapped around the exposed aluminum one.

I think it froze around the cable when it was still growing from the house, then detached from the house and slid down the cable. Pretty cool and unusual. Maybe not great that your house makes icicles near cables
