Isn’t it usually locked to stop animals getting in? . Some areas where I live (Cape Town) do this for baboons etc.

Is it because that bin is for a household or building, so the people that live there will have the key.
To avoid people from other area to dump trash on that bin.

Oh you come late to the party, Bulgaria is doing this for more than 10 years now. This is because some trash cans are not cleaned and covered by the municipality, but rather by private companies and the tenants are paying per cleaning of the bin. So when 200 people today throw their trash in such a bin, those tenants are forced to pay trash cleaning for random people. That’s why they are locked.

We have it locked when empty so that we don’t have to throw other people’s trash.
