
As an explanation it’s essentially what the meme says, the British planned for war in 1942 so all their major military projects were intended to come online then, a lot of British projects “prompted by the war” were actually already underway and usually delayed bar a few exceptions. Many of the failures on the British part before 1943 are the result of these projects not being scheduled to be completed, being delayed, or warped and canceled instead of brought into service.

The Spitfire went into full production in 1938.
The KGV was in commission in 1939
and then Germans decided that when you have a shortage of resources, it’s a good idea to start producing things that will require even more resources than what you already have.
Same (more or less) with the US Navy. People remember how many carriers the U.S. built and fielded during the war, what they don’t remember is how many of those carriers were already ordered and under construction in the years before the war
To be fair, the Germans also didn’t expect WWII to start as early as it did.
The army was fully mechanised, the KGVs, Tribals and Ark Royal were all stood up by then, the Swordfish was ready, Spitfires were ready as was both ground and naval air search radar. The J class, arguably the most advanced destroyer design of the war, was commissioned by 1938.
