IIRC the British plate style with the blue Euro-Band on the left was (as opposed to most other EU countries) not mandatory but a voluntary decision by the car owner.
So this person once actively chose a EU style plate when the UK was still in the EU and now put a space force sticker over the ring of stars. At some point that person went completely downhill…

In the US we re-register every time a vehicle changes hands, when we move to a new state or if we want to change the plate style or lettering. Most states also require that we renew registration annually.
