He was (barely) reading the oath of service for an enlistment ceremony during halftime at the game, it’s odd that a 5 time draft dodger would have the gall to do so… but hey.
The oath that he took to execute laws passed by congress and defend the constitution that he took when taking office though? He has completely forgotten it.
That being said, oaths like this are actually a rather sacred thing and this joke is in bad taste if you didn’t know. (However much you dislike the cowardly toolbag.)

I’m going to join the chorus of people disproving this caption. It’s literally just the oath of enlistment and he read it as written and appropriately. It’s read this way whether for a single individual being enlisted or reenlisted or for multiple people. In this case, it was multiple people.
There’s room to criticize him for not memorizing it, but that is too much to ask of someone like this.
