Dubai is one of the biggest shipping ports in the world and have free zones by the ports with zero percent corporate tax. Stands to reason why it’s cheaper to get paper imported and processed before sending it to the US.

My father was a paper mill plant manager. It is quite common to make the base paper stock in a mill where timber is common and then ship the stock to another plant for finishing into goods like sacks, boxes, etc. The place where the goods are printed and packaged is usually where the ‘Made In’ gets put. It doesn’t take much water to do final assembly.
