As a non american I genuinly facepalmed when checking if air traffic controllers had a union, considering they are working without pay, and finding this. Isn't the job of a union to ensure everyone strikes, therefore making it impossible or at least difficult to fire everyone who is striking?

They have enough money to carry their members through a shutdown. What would erode is a feeling of safety in the air that the general public feels which would result in less flights, and thus by contract, less employees.
So it’s in NATCA’s interest to keep the controllers working, even at reduced pay, through the shutdown, so that there’s the same number needed at the end as there were at the beginning.
It’s an economic call.
